| 合衆国はかの国と平和的な状態にありました。そして日本の懇願のもと合衆国は、太平洋の平和維持を目指して日本政府及び天皇と交渉中であったのです。 | The United States was at peace with that nation, and, at the solicitation of Japan, was still in conversation with its government and its Emperor looking toward the maintenance of peace in the Pacific. |
| 驚くべきことに、日本の航空編隊がわが国のオアフ島を爆撃し終えた一時間後に、日本政府の大使らは国務省に、わが国の新しい通達に対し公式な回答を送ってきたのであります。その回答にはこれ以上外交交渉を続ける事が無意味であるとの事が含まれてはおりましたが、しかし戦争や武力行使についての何らの脅し文句も示唆もなかったのであります。 | Indeed, one hour after Japanese air squadrons had commenced bombing in the American island of Oahu, the Japanese Ambassador to the United States and his colleague delivered to our Secretary of State a formal reply to a recent American message. And, while this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or of armed attack. |

During the intervening time the Japanese Government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace. |
| 昨日のハワイ諸島への攻撃は、わが国の海軍ならびに軍事力に対し深刻な損害を与えました。遺憾ながら、私は諸君に多くのアメリカ人の命が失われた事をお伝えしなければなりません。それに加え、サンフランシスコとホノルルの間でわが国の船舶が海上で雷撃されもしたのです。 | The attack yesterday on the Hawaiian Islands has caused severe damage to American naval and military forces. I regret to tell you that very many American lives have been lost. In addition, American ships have been reported torpedoed on the high seas between San Francisco and Honolulu. |

the Japanese Government also launched an attack against
Malaya. Last night Japanese forces attacked Hong Kong. Last night Japanese forces attacked Guam. Last night Japanese forces attacked the Philippine Islands. Last night the Japanese attacked Wake Island. And this morning the Japanese attacked Midway Island. |
| それ故、日本は太平洋全域にわたって驚異的な攻撃を開始したのです。昨日と今日の事実はその証明であります。合衆国の民はすでに己が意見を固め、そして我々の国家の生命と安全に対する影響をよく理解しております。 | Japan has therefore undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday and today speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation. |
| 陸海軍の最高指揮官として私は、国家防衛の為あらゆる手段を取るように命令を発しました。この措置は我々に対する攻撃がどのようなものであったかを全国民に常に思い出させることでしょう。 | As Commander-in-Chief of the Army and Navy I have directed that all measures be taken for our defense, that always will our whole nation remember the character of the onslaught against us. |
| この計画的な侵略を打ち負かす事にどれほど長い時間がかかろうとも、アメリカの民はその正義の力のもと、必ずや勝利を収めるでしょう。 | No matter how long it may take us to overcome this premeditated invasion, the American people, in their righteous might, will win through to absolute victory. |
| 私は、我々はただ自国を護るだけではなく、このような形の危機が二度と我々を脅かす事のないようにしなければならないと主張致します。この主張を受けての議会と国民の意志は、もとより私は承知しております。 | I believe that I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost but will make it very certain that this form of treachery shall never again endanger us. |
| 交戦状態が存在しているのです。わが国の民、領土、権益が重大な危機に瀕している事は疑いの余地がありません。 | Hostilities exist. There is no blinking at the fact that our people, our territory and our interests are in grave danger. |
| 我らの軍に対する信頼とわが国民の不屈の決意があれば、我々は必ず大勝を手にすることが出来るのです、神に誓って間違いありません。 | With confidence in our armed forces, with the unbounding determination of our people, we will gain the inevitable triumph. So help us God. |
| 私は要求します。議会が１９４１年１２月７日日曜日の日本による計画的で残虐な攻撃を受けて以来、合衆国と日本帝国の間に戦争状態があると宣言する事を。 | I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, December 7, 1941, a state of war has existed between the United States and the Japanese Empire. |
